Nicollet Avenue reconstruction in Bloomington


County Road 52 in Bloomington

Hennepin County, in partnership with the City of Bloomington, plans to reconstruct Nicollet Avenue (County Road 52) from American Boulevard to East Old Shakopee Road in Bloomington, starting in 2027.

This project will improve safety and mobility for people walking, biking, rolling, and driving.

Project goals

The roadway is nearing the end of its lifespan and needs to be reconstructed. In the process of reconstruction, the county will remove and replace the existing road, replace utilities, and update other infrastructure, as needed.

This work provides the opportunity for the county to examine how the road is used and to identify potential improvements to benefit all users.

Project goals include:

  • Create safe, secure and comfortable places for everyone to travel, regardless of their age or ability.
  • Provide quality experiences for all types of travel - driving, walking, rolling, biking, and using transit.
  • Design a more livable, calmer, safer street.
  • Make it easier to access nearby community destinations including parks, trails, and local businesses.
  • Replace and modernize aging infrastructure, such as roadway pavement, traffic signals, and stormwater facilities.

Schedule

  • Project kick-off: July 2024
  • Preliminary design & engagement: Fall 2024 – Fall 2025
  • Final design & communications: Winter 2025 – Fall 2026
  • Easement acquisition process: Spring 2026 – Spring 2027
  • Begin construction: Spring 2027
